With more than 25 years of experience in operations and technology leadership, Richard Ladd leads our public sector practice with deep expertise in managing large-scale, multiagency IT programs for New York City. Rich has directed technology portfolios exceeding $150 million and overseen teams of 100+ professionals in the multiyear development of complex trading systems. Known for his strong partnership and communication skills, he excels at aligning program scope with strategic goals and building trusted relationships with stakeholders across government and industry. His background spans business process reengineering, operational risk, finance, and program management—delivering impactful, cost-saving improvements for Fortune 100 companies and public agencies alike.

DANIEL MONTOYA – DEVELOPMENT MANAGER

Daniel Montoya is a seasoned development manager with deep expertise in designing, configuring, and implementing enterprise applications, with a dedicated focus on Accela solutions for the past seven years. Skilled across the full development lifecycle—from scoping and requirements gathering to scripting, testing, and deployment—he has led and contributed to numerous complex Accela projects spanning Civic Platform, Citizen Access, GIS, Mobile Office, and custom integrations. Daniel brings extensive experience in EMSE scripting, data conversion, SQL Server, Construct API integrations, and Accela Data Manager, ensuring scalable, maintainable solutions tailored to client needs. His strong analytical approach, technical leadership, and commitment to clarity in business processes help organizations streamline operations, reduce software costs, and achieve successful system implementations.

BRENDAN CHETUCK – BUSINESS ANALYST MANAGER

Brendan Chetuck is a skilled technical consultant and business analyst with expertise in client training, process analysis, and the implementation of enterprise municipal software solutions. DANIELLE BALMELLE – SENIOR SALES LEAD

Danielle is our senior sales and sales management professional with 20+ years of experience driving revenue growth across public and private sectors, with a deep specialization in SaaS and data/enterprise solutions for SLED and regulatory environments. Danielle combines a consultative, outcome-focused sales approach with a strong command of complex procurement cycles, from prospecting and solution shaping through RFP responses, contract negotiation, and long-term account management. Known for consistent quota overachievement on multimillion-dollar targets, she builds trusted advisor relationships with C-level executives and cross-functional stakeholders to align technology investments with mission-critical business objectives.
